STATUS AND DEVELOPMENT TRENDS OF THE AGROPROME INDUSTRIAL COMPLEX AND THE AGRICULTURAL TERRITORIES OF THE FIRM FRAMEWORK1
Carbon condition analysis agro-industry complex The region ' s systemic agriculture crisis in the Perm region, which is largely determined by the lack of a strategy, strategic plan and programme for the sustainable development of agriculture and rural areas in the Perm region, the territorial development scheme and the genes of the Territory ' s development, taking into account the development of the agro-industrial complex of the province, is not developed. In this context, there is a steady decline in production, the weakening and bankruptcy of enterprises, the impoverishment of the social sphere of rural areas, the emergence of many irreversible processes (produced and depleted agricultural land, demographic problems related to low living standards, population migration, inefficient implementation of the policy of optimization in the areas of education and health, territorial integration, dehumanization, etc.). The article contains the main recommendations to address the situation in agriculture in the Perm region.

An analysis of the performance of APC and the social condition of rural areas for the period 1990-2010 indicates a systemic crisis in the Perm region of agriculture, where there is a steady decline in the production, weakening and bankruptcy of enterprises, impoverishment of the social sphere of rural areas, the emergence of many irreversible processes (sale, portfolio investment and the seizure of agricultural land, demographic problems associated with low living standards, migration of the population, policy of optimization in the areas of education and health).
The systemic crisis in the agro-industrial sector has already led to the threat of food security (dependentness) of the province, the impossibility of achieving the APC performance indicators close to the Soviet level (table 1). This is compounded by the lack of policy documents at the level of territorial government: strategies, policies and
